In 1990, when Bhatt was posted in Jamjodhpur as DySP, a person died allegedly due to police brutality during a communal flare-up in. A local court initiated criminal proceedings against Sanjiv Bhatt and six others in this regard.

Earlier, state had filed petition in high court seeking revision of lower court’s order, but recently the revision petition was withdrawn.

On whose money? Meet Maharashtra’s globetrotting ministers

In post on October 9, 2011 at 10:50 am

Piqued by the frequent foreign trips of Union ministers, the Prime Minister’s Office (PMO) had last year issued a new directive asking ministers to avoid frequent private visits abroad. “The ministers of state governments are directed to reduce the duration of stay abroad keeping in view the need for conserving foreign exchange”, reads the cabinet secretariat’s guideline on foreign travel. But so far as the Maharashtra government is concerned, the PM’s directive seems to have fallen on deaf ears.

In just 20 months since the formation of the ruling Maharashtra government, 31 ministers, including former chief minister Ashok Chavan, speakers of both the houses, and the opposition leader went globe-trotting on 78 occasions. Ironically, while a few ministers went on official tours, many preferred unabated private tours.

DNA accessed this information through the Right to Information Act (RTI), which revealed that these ministers went on 45 private and 33 official trips between December 2009 and August 2011.

Curiously, former deputy chief minister Chhagan Bhujbal, who currently holds the tourism portfolio, leads the pack with nine foreign trips. What is noteworthy is that cumulatively he stayed abroad for more than two months in the 20-month period. Of these, seven trips were private visits to countries like Switzerland, UK, Spain and Dubai. None of the trips were to other developing countries like India.

This raises questions about who is sponsoring his endless tours. Bhujbal’s official annual income suggest a clear mismatch between his bank balance and lavish personal tours. According to a submission made by him to the ministry of finance for clearance, his annual honorarium is Rs6.84 lakh, and as per his affidavit filed with the Election Commission before the 2009 assembly elections, his bank balance was Rs23lakh.

Similar is the case with rural development minister Jayant Patil. He went on six foreign tours, of which four were private. In all, he spent 57 days outside the country, of which 43 were in the US. The third in the list is Dilip Walse-Patil, Speaker of the legislative assembly, who has done a lot of private trips.

On his four private and one official trip, he spent a total of 40 days outside the country, mostly in Europe, though Dubai was also his preferred destination. Even Rajesh Tope, minister for higher & technical education, went on five foreign trips. The state’s former tourism minister Vijaykumar Gavit has done his fair share of official touring too, visiting France, Switzerland, Singapore and Germany, among other countries.

The data further shows that these ministers and other MLAs altogether spent close to 600 days abroad. Further analysis of the entire data collected through RTI shows that the most favoured destination for these ministers’ private visits was the UK, followed by the USA and Dubai.

Fouzia Khan, minister of state for school education, has made four foreign trips. Her visits were entirely private, mainly to Dubai, USA and UK, where she spent 44days.

The list further includes top ministers from both the Congress and the NCP, including the likes of industries minister Narayan Rane, deputy chief minister Ajit Pawar, women and child development minister Varsha Gaikwad, and forest minister Patangrao Kadam.
The data indicates that these ministers have a penchant for holidaying abroad, and most make plans around May-June, while a few do so in December.

‘Exploring foreign collaboration’
“The delegation will explore the possibility of foreign collaboration for reputed engineering institutes in Maharashtra.” These are the exact words used by Rajesh Tope’s higher and technical education ministry in its submission made to the Union Finance ministry, seeking approval for a state-funded trip to Canada in October 2010.

The delegation spent nine days in Toronto to understand the “know-how of the engineering education system existing in the countries to be visited.”

Besides, on three other occasions, Tope has visited Australia, Singapore and Sri Lanka to understand the education system and “implement” the same in the state.

DNA could not access the data on total expenditure incurred during these visits.

Sweet trips
Even as Maharashtra’s sugar cooperatives are reeling under a financial crisis, state cooperation minister Harshwardhan Patil, despite his three ‘official’ visits to Brazil and the US, is yet to use the ‘Brazilian pattern’ of sugar industry in Maharashtra.
“The sugar industry in this country is known as ‘Brazil pattern.’ For study… Maharashtra has decided to send the delegation of members of state cabinet,” reads a submission made by the co-operation ministry to the ministry of finance. Since taking over as co-operation minister, Patil has been abroad for 38 days.

Holidaying in Wet & Wild Worl
DNA had reported on July 19, 2011 that Vijaykumar Gavit, minister for medical education, was holidaying in Australia’s Sea World and Wet & Wild World at taxpayers’ expense, under the guise of ‘official tour’.

Information obtained under RTI revealed that Gavit and other 20 members were to attend the 4th National Apple Custard Conference. The entire expense of the trip was borne by Maharashtra State Horticulture and Medicinal Plants Board, Pune. His stayed abroad for altogether 23 days. via http://www.dnaindia.com/mumbai/slideshow_on-whose-money-meet-maharashtra-s-globetrotting-ministers_1596703-1#top

Indian-American develops next-generation computer chip

In post on October 9, 2011 at 10:41 am

ndian-American Raj Dutt, an IIT-Kharagpur alumnus, has developed a next-generation energy-efficient computer chip that has caught the attention of the Pentagon, which is testing its application in the ambitious F-35 Joint Strike Fighters.

The breakthrough technology by Dutt, Chairman and CEO of privately-held APIC Corp and Photonic Corp, helps computer processors consume up to 90 per cent less energy and run up to 60 per cent faster.

“The significance of the technology is that information transfer on the semiconductor chip as well as between components, will now be done using light – photons – instead of just electrons (electronics),” California-based Dutt told PTI.

There are many advantages in size, weight and especially power consumed, he explained during his recent trip to Washington, where he met Finance Minister Pranab Mukherjee.

Photons do not generate heat, thus they do not need to be cooled. For electronics, cooling is one of the largest cost components.

“Photonic interconnects do not generate heat and use less size than electronic copper interconnects, so more transistors can be put onto a chip. Most significantly, we have figured out how to do this using the same economical process used in manufacturing semiconductor chips today, enabling them to be stamped out by the millions,” Dutt said.

Well aware with the potential of the computer chip, the US Department of Defence is fully supporting Dutt and his company. SPAIN: Muslims carry out jihad on dogs

In post on October 9, 2011 at 10:02 am

Spanish authorities are investigating the recent deaths by poisoning of more than a dozen dogs in Lérida, a city in the northeastern region of Catalonia that has become ground zero in an intensifying debate over the role of Islam in Spain.
HUDSON NY (H/T SUSAN K) All of the dogs were poisoned in September (local media reports here, here, here, here and here) in Lérida’s working class neighbourhoods of Cappont and La Bordeta, districts that are heavily populated by Muslim immigrants and where many dogs have been killed in recent years.

Local residents say Muslim immigrants killed the dogs because according to Islamic teaching dogs are “unclean” animals.

Over the past several months, residents taking their dogs for walks have been harassed by Muslim immigrants opposed to seeing the animals in public. Muslims have also launched a number of anti-dog campaigns on Islamic websites and blogs based in Spain.

In response to the “lack of sufficient police to protect the neighbourhood,” 50 local residents have established alternating six-person citizen patrols to escort people walking their dogs.

In July, two Islamic groups based in Lérida asked city officials to regulate the presence of dogs in public spaces so they do not “offend Muslims.” Muslims are demanding that dogs be banned from all forms of public transportation including all city buses as well as from all areas frequented by Muslim immigrants.

Muslims in Lérida say the presence of dogs violates their religious freedom and their right to live according to Islamic principles.

Dogs are not the only Islam-related controversy in Lérida, where 29,000 Muslims now make up around 20 percent of the city’s total population.

Salafism is a branch of revivalist Islam that calls for restoring past Muslim glory by forcibly establishing a universal Islamic empire (Caliphate) across the Middle East, North Africa and parts of Europe such as Spain, which Salafists view as a Muslim state that must be re-conquered for Islam. via http://barenakedislam.wordpress.com/2011/10/07/spain-muslims-carry-out-jihad-on-dogs/

Prof Dr K Prabhakar Rao

Sri Pamulapati Narsimha Rao known popularly as PV was a distinguished multi lingual scholar of excellence from the State of Andhra Pradesh., apart from being the only Telugu leader who has occupied the most prestigious post of Prime Minister of this country .Sri PV played his active part in the liberation movement of erstwhile Nizam State and was nurtured by Late Swami Ramananda Tirtha of Hyderabad Princely State who played a very important role and guided the liberation movement against the oppressing Nizam 7. Sri PV was a Gandhian to the core and till his death remained loyal to the Congress party although the party apparently paid least attention to him in his last years. This is something very great in the present days of cesspool politics that are being practiced where opportunistic leaders change colors frequently as chameleons do. Sri PV became the Chief Minister of AP State having earlier served as the education minister. However, he did not continue as the CM for a full term and moved to Center. The State plotics were not his cup of tea. Thanks to the never ending bickering and grave digging to the serving Chief Ministers in State politics whenever Congress party was in power.

PV had distinguished tenure as a foreign minister and he made a mark as an astute politician and calm and cool negotiator. Premature death of former PM Rajiv Gandhi bolstered him into the chair of the Prime Minister at a very crucial time and he managed to survive a full term as a Prime Minister of a minority Govt with coalition partners who pulled strings in different directions. . However, PV made enemies too in his own party that was inevitable in Indian scenerio where opportunists, back stabbers, scamsters and gravediggers squirm around like germs in a cesspool where every one wanted to be the Prime Minister. Congress party too was no exception. The alleged scams and charges of paying money as bribes stood between PV and his political future. However, he came out of these clean recently not before he was humiliated, mentally tortured and subjected to negligence by his own party. Fall of Congress Govt, Rise of BJP and return of Mrs. Sonia Gandhi to the center stage of congress politics pushed PV into a state of oblivion. He faced all humiliations and court cases with courage and determination and even a novice in politics knows that he did not receive any support from his own party that he served with dedication and sincerity for decades.

At last, PV has to leave having done his bit to the nation to his best capability. Unfortunately when he was admitted to the hospital in New Delhi, some of the leaders were too enthusiastic and eager to announce his death and even passed a condolence message in hurry. PV in his typical amicable style announced from the hospital that he was still alive and these leaders had to wait for some more time. A tragedy indeed. At last the spirit of PV left his tired and worn-out body hoping that at least after his death, his mortal remains would be confined to flames in a befitting way at New Delhi with all dignities. Sadly, it was not to be as the future events proved. Alas! Fate however laughed at him in death too. The last request of PV to be cremated at New Delhi was not granted and his body was sent to Hyderabad for a State funeral. The former Indian Prime Ministers who all died while in position (Except Rajeev Gandhi) were cremated on the Yamuna banks at New Delhi. Including Sanjay Gandhi who was only an MP who died in an aircraft accident. It is very strange that the mortal remains of a distinguished Prime Minister were packed off to Hyderabad Ways of Indian politics are really weird indeed.

The body of Late PV had to further go through the ordeals and hiccups before it was confined to flames with the mandatory gun salute. At Gandhi Bhavan the citadel of Congress party in the State, the cartage was delayed at the gate for the reasons known best to the leaders concerned. At last, his sons under the overall supervision of Army consigned PVs body to the flames. However, the greatest insult to PV was still awaited even after his death. His half burnt body with head, shoulders, Torso intact was left lying on the pyre while the flames died down . There was none to care to ensure that the body was completely reduced to ashes. Some passers by aghast at the sight informed the authorities who rushed to the spot to complete the formalities. The photograph of the ghastly sight of the half burnt body staring at the sky was published in the newspapers. It looked as if PV was feeling sorry for the way the leaders treated him in his last journey and it was the misfortune of the Telugu people to witness such events. The distinguished scholar Statesman from our Telugu land had to meet most humiliating treatment at the hands of our leaders during his last journey after rendering most distinguished service to the nation. It speaks very low of Telugu people as a whole. I am sure at last the soul of PV must be happy and relieved of thankless people around him in the political field. All sane persons would surely miss him in years to come. We are definitely deprived of a Statesman scholar and such persons are born once in a while in this world amidst gangsters, criminals, cheats, thieves, gravediggers, opportunists, pseudo politicians, camp followers and sycophants who are masquerading as leaders in politics. It is high time we build a befitting memorial to late PV in the City of Hyderabad irrespective of political affiliations. PV deserves it than any one in the State.

With half burnt body left on the funeral pyre staring at sky the Statesman was left high and dry by our thankless men.It was the day of eternal shame for our State. The insults to the great man are difficult even to pen.
